A series of gun rights restrictions are at various stages in the Colorado’s legislative process, with some bills awaiting action by Gov. Polis, others still in the committee process, and a heavily negotiated gun barrel regulation bill held up in its final reading in the House.

Senate Bill 26-004 ‘Expand List of Petitioners for Protection Orders’ passed third reading in the House on March 20 with a 39-24 vote and is awaiting action by Gov. Polis.

The Democrat sponsored bill dramatically expands those eligible to file for an Extreme Risk Protection Order (ERPO) under Colorado’s so-called ‘red flag’ law, to include teachers, health care providers and “institutional petitioners.’

Under existing Colorado law, Federal Firearms Licensees (FFLs) must also have a state permit to sell firearms. House Bill 26-1126 requires dealers to obtain a separate permit to transfer forearms. The bill also extends dealer training requirements and prior license violation laws to ‘responsible persons’ of the dealer. This includes anyone who handles, sells, or has access to a firearm as part of their business duties.

House Bill 26-1302 would allow the Colorado Bureau of investigations (CBI) to determine their own hours of operation, rather than functioning every calendar day for 12 hours. Gun rights advocates worry this could lead to a slowdown in transmitting background checks for firearm purchases.

House Bill 26-1144 prohibits the 3D printing of firearms and firearm components. The final bill was watered down to appease Gov. Polis, with a provision to criminalize the selling or distributing of the digital instructions to 3D print a firearm removed.

Democrat sponsored Senate Bill 26-043 ‘Record Keeping and Regulation of Sale of Firearm Barrels,’ requires all firearm barrel sales or transfers to be conducted in person, only by a federally licensed (FFL) dealer. The bill criminalizes private or online firearm barrel transactions, or any non-FFL with the ‘intent to offer or sell’ a barrel.

This is what happens when Democrats take over.

AS GOD AND SAM HOUSTON INTENDED: Texas continues cutting services for illegal immigrants.

A report by the Texas Tribune detailed the steps taken, which include tightening eligibility requirements for occupational licenses, restricting access to commercial driver’s licenses, and limiting who can qualify for in-state tuition at public universities. According to the report, more than 6,400 refugees and DACA recipients have lost their commercial driver’s licenses. Additional restrictions are expected to affect noncitizens working in licensed industries such as construction and medicine.

State officials are also examining the 1982 Supreme Court ruling Plyler v. Doe, which requires public schools to educate noncitizens.

“Benefits, licenses, and taxpayer-funded services should not be used to incentivize unlawful presence at the expense of hardworking Texans,” a spokesperson for Governor Greg Abbott said in a statement. “These steps ensure compliance with federal law, protect the integrity of our systems, and prioritize jobs and resources for legal residents and citizens.”

The efforts, however, have been met with backlash by activists.

Ignore them and move on.

HMM: China Reports Outbreak of Livestock Disease Near Russian Regions Hit by Mass Cattle Culling.

Chinese officials reportedly said the highly contagious strain, which is immune to vaccines that are currently available domestically, likely entered “from abroad.” Xinjiang borders Russia, Mongolia and Kazakhstan, including a narrow frontier with the Siberian republic of Altai, adjacent to the Altai region, where most of Russia’s recent cattle culling has taken place.

China’s agriculture ministry said last week that 219 cattle across two herds of 6,229 tested positive for a variant of foot-and-mouth disease. Officials have since ordered culling and disinfection measures in Xinjiang and the neighboring Gansu province, as well as stepped up patrols to prevent the disease from entering through smuggling or the illegal transportation of livestock.

The outbreak follows the culling of roughly 90,000 head of cattle across nine Russian regions since February, with analysts estimating that around 80% were in the Altai region. Russian authorities have attributed the losses to rabies, pasteurellosis and other unspecified illnesses.

The scale of the culling in Altai and other regions has raised suspicions that Russia may be concealing a more serious disease outbreak.

ANALYSIS: TRUE. Joel Kotkin: Newsom is Gruesome.

Gavin Newsom is hiring a New York PR firm to sell California — ahead of his likely presidential bid — at a cost to taxpayers of $19 million.

Why does California need outside help? After all, as Newsom likes to remind us, the state is one of the largest economies on earth.

But the governor’s actual record could be a problem for his presidential bid. Hence his familiar solution: To portray California as a vibrant economy, and to counter “myths driven by misinformation and political rhetoric.” . . .

US News places California, despite the tech boom, as 42nd in fiscal health among the states. The state’s Legislative Analyst Office projects continued operating deficits through 2028.

The rich and ultra-rich — many of whom are already leaving — are all that stands between the state and fiscal disaster. Without their outrageous income, the whole system tilts toward failure.

One reason for this dependence lies in the sad fact that the income outlook for the rest of the population is far from bright.

Newsom’s neo-feudal California has hemorrhaged 1.6 million above-average-paying jobs in the past decade, more than twice as many as any other state. It has created five times as many low-wage as high-wage jobs.

And not enough of those.
