“HURRICANE-PROOF INTERNET”: Puerto Rico Taps Starlink For Emergency Network In All 78 Municipalities.
Starlink and the Puerto Rico Telecommunications Bureau (NET) came to an agreement to improve emergency connection throughout the island. All 78 municipalities’ Emergency Operations Centers (COE) and the Bureau of Emergency Management and Disaster Administration (NMEAD) are receiving Starlink satellite dishes as part of the program.
The announcement about this pact was made by Puerto Rico Governor Jenniffer González Colón on her Instagram handle.
“Preparedness saves lives, and that is why we are announcing an agreement between the Telecommunications Bureau and Starlink to strengthen emergency communications in Puerto Rico,” González announced.

CORN, POPPED: Postmaster General says he will comply with Trump rule to hold back mail ballots.
Postmaster General David Steiner told senators during a hearing Wednesday that he plans to abide by the Trump administration’s rule regarding not delivering mail-in ballots in states that decline to hand over sensitive data about voters to the federal government.
The proposed rule faces court challenges and Steiner said he would follow any court ruling on the matter, but will follow the rule until an order blocks it. The proposed rule seeks to create lists of citizens in each state to help determine who is eligible to vote and calls on the Postal Service not to distribute mail ballots to those not on state lists.
Steiner confirmed he would follow the rule after Democratic Michigan Sen. Gary Peters asked “If a state refuses to turn their absentee voter list over to the federal government, will the Postal Service still mail their ballots under this proposal rule?”
“Under our proposed regulation, no,” Steiner said, according to the New York Times. “We would tell the state that we need the manifest.”
Steiner also agreed that USPS is not responsible for administering elections but indicated the rule was a procedural step for ensuring ballots are only sent to eligible voters.

OTAS GETTING SUNLIGHT: Federal law requires federal spending to be publicly available on the USASpending.gov, but not there is at least $99.7 billion in Department of War research and development spending using Other Transactions Agreements (OTA) over the past six years.
Rep. Barry Moore (R-Ala) offers an amendment in the House Rules Committee (one of 1,200+!) that makes it clear OTA contracts must be disclosed on USASpending.gov. May not seem like a big deal in a $7 trillion federal budget but that’s how bureaucracies typically get around the law, finding (or creating) loopholes like OTA. And loopholes tend to breed like Jack Rabbits.
